Phyllis Albano brings substantial school finance experience to business administrator post

Phyllis Albano, who most recently has managed internal audits for 20 school districts in the region, has been named the district’s school business administrator.
She brings to the job broad experience in municipal and school district accounting, through her work as internal auditor/supervisor with Capital Region BOCES for the last three years and with the Office of the New York State Comptroller for 12 years prior to that.
The Board of Education appointed Albano to the position at its Feb. 25 meeting. The position was made vacant when Judith Kehoe was named the district’s chief business and financial officer in January.
“In a time of budget crisis and extensive fiscal accountability and reporting requirements, Phyllis’ knowledge of school district accounting and fiscal policies, procedures and financial controls will be a real asset to the district,” Mrs. Kehoe said. “We are very pleased that she is joining our team.”
At BOCES, Ms. Albano managed internal audits in 20 school districts, including Bethlehem Central. Her primary responsibility was to work with boards of education and their audit committees to ensure that financial risks are identified and appropriate internal controls are in place to address the risks.
“I’m excited about this opportunity and believe I can make a significant contribution to the district and the strength of its business office,” Ms. Albano said. “Through my work at BOCES, I have come to appreciate the role that a school business administrator plays in minimizing financial risk and maximizing fiscal transparency and accountability.”
The district received 33 applications for the position. Seven candidates were selected for initial interviews and two advanced to the final round. Candidates were screened and interviewed by Mrs. Kehoe, Superintendent Michael Tebbano, and representatives of the Business Office.
The position carries an annual salary of $75,000.
Ms. Albano’s will begin her duties with the district on March 12, 2009.
